Connectivity fuels progress - linking people to opportunities, education, and essential services. Malaysians are living more of life online, from banking and shopping to learning and entertainment. But as digital adoption accelerates, so do the risks. As the country’s digital growth engine, CelcomDigi Berhad (CelcomDigi) carries a key responsibility to safeguard the trust in every interaction. Guided by the simple principle to ACT– to create Awareness, drive high Compliance internally while supporting enforcement agencies and leverage Technology in the best way to fight the war against cybercrimes, we are committed to building a safer digital ecosystem and protecting Malaysians from evolving cyber threats.
Every year, scams grow more sophisticated. Scammers exploit human vulnerabilities to create hyper-realistic illusions, isolating victims and hacking their minds with psychological triggers, fear, and urgency. Beyond stealing money, they are manipulating trust. According to the State of Scams in Malaysia 2025 Report by the Global Anti-Scam Alliance (GASA), Malaysians face an average of 140 scam attempts per person annually, and 85% of adults have been exposed. This is a stark reminder that awareness alone isn’t enough.
Protecting Malaysians from scams require more than awareness and enforcement. It demands stronger defences, deployment of smarter technology and advanced tools, continuous education, adoption of responsible digital habits and a whole-of-society approach. At the core of this effort is ensuring security within our network and extending protection to every layer of the digital experience for all.
Building security at every layer
Keeping customers and data safe as a trusted brand means embedding safeguards that meet stringent regulatory requirements, including global GSMA security benchmarks. These baseline protections help block fraudulent calls, filter suspicious SMSes, and manage malicious traffic before it reaches customers – ensuring security in every interaction while continuously adapting to new threats. This is our core responsibility, and every customer enjoys this baseline protection for free.
But scams are evolving with AI, deepfakes, and social engineering. These days, savvy customers want more than just basic or passive protection. They want tools that put the controls in their hands. Beyond core baseline safeguards, we also provide the option to add extra layers of protection through innovative solutions like MobileShield, WebShield and PrivateSIM. These are optional, value-added services that block phishing attempts, malicious links, malware and fraudulent websites, as well as offer additional privacy with a second number - giving customers greater control over their own digital safety.
Just as airlines offer Wi-Fi or extra legroom as optional upgrades, advanced scam protection works the same way: the essentials are standard, while extras are there for those who value added peace of mind.
Advocacy and the whole-of-society
These choices reflect the growing digital maturity of Malaysians, shaped by years of advocacy for responsible digital practices. And CelcomDigi remains deeply committed to advancing anti-scam education, strengthening prevention efforts, and delivering innovative solutions to combat the war on scams. Through strategic partnerships across the ecosystem, we continue to champion awareness and build resilience against digital threats.
We have taken scam awareness directly to Malaysians through nationwide educational roadshows, Jelajah Anti-Scam Kebangsaan in collaboration with Ministry of Communications, Cybersecurity Malaysia and the Malaysian Crime Prevention Foundation. Collaborated with the police and over 300 NADI internet centres for public engagements and distribution of scam awareness materials. Our S.A.F.E Internet portal offers simplified downloadable resources and tips for all ages. We hold regular SAFE Internet talks in schools and universities to ensure our young are safe online.
We are building a dynamic community of online safety advocates, each chosen for their influence in their own communities. Through the Creators IRL Masterclass, we empower social media influencers, content creators, and youth leaders to amplify scam awareness online. At the same time, CelcomDigi works with experts to train civil servants, educators, media personnel, radio deejays and grassroots leaders, who are trusted voices that can bring the digital safety messages into homes, schools and workplaces. Partnering key media organisations like Media Prima for TV campaigns like Kisah Benar: Scam Siber and Malaysiakini for multi-language online safety content and scam simulations ensure that scam awareness contents reach Malaysians in multiple language and formats.
As importantly, our initiatives are backed by data. CelcomDigi’s National Scam Awareness Survey 2024, involving 10,000 Malaysians, revealed critical knowledge gaps amongst Malaysians, which enabled us to design more targeted awareness campaigns for the public, strengthening their defenses against scam attempts. In 2025, we launched the National Privacy Awareness Survey to deepen understanding of consumer attitudes toward data protection—ensuring our strategies remain relevant and holistic.
Together, these initiatives—powered by technology, reinforced through partnerships, and guided by data—are creating a safer digital environment for all Malaysians. Our goal is not only to fight scams today but to build a trusted digital society for the future, where confidence and security are the foundation of every online interaction.
